Regatta 2004 Sailing Instructions

All races will be sailed under the Racing Rules of Sailing, the prescriptions of the RYA, the Sailing Instructions of the RYYC (2004 Revision) and the relevant Class Rules. Rules may be modified or supplemented by this Notice of Race or any alterations posted on the club notice board.

COURSES: Courses for all classes on all days will be according to the RYYC Sailing Instructions (2004 Revision) together with the Bay Courses (2004 Revision) and Coastal Courses (2004 Revision). Also the Regatta Supplementary Sailing Instructions and where appropriate the Windward / Leeward Supplementary Sailing Instructions.

COURSE CHARTS AND RYYC SAILING INSTRUCTIONS:
Are available from the Regatta Office.

PROTESTS: Protests must be made in accordance with RRS 60 ( a deposit of £5 must accompany all protests) and delivered to the Secretary not later than two hours after the last boat in its class has finished the race. Protests occurring on days when multiple races are held may be notified 2 hours after the last boat has finished the last race.

FLAG HOISTS: The Flag Hoists are depicted in the Sailing Instructions (2004 Revision) and remain in force for the duration of the Regatta.

ADVERTISING: The regatta shall be held under Category C advertising rules, as per the RRS.

COMPETITORS’ RESPONSIBILITIES: It shall be the sole responsibility of each skipper to decide whether or not to start or continue to race. By participating in a race conducted under these rules, each competitor and boat owner agrees:

(1) to be governed by the rules.

(2) to accept the penalties imposed and other action taken in accordance with the rules, subject to the appeal and review procedures provided in them, as the final determination of any matter arising under the rules; and with respect to such determination, not to resort to any court or tribunal not provided by the rules.

(3) a copy of the current IRC 2004 Certificate MUST be supplied with the Form of Entry for class A, it must also be supplied for class B to be eligible for the IRC series. Boats without IRC certificates will race under PY within class B. Measurements and Safety checks will take place during the Regatta.

Regatta Supplementary Sailing Instructions

1. Other than when starting or finishing all yachts must keep clear of the starting and finishing lines. Failure to do so may result in disqualification.

2. When a yacht retires an ensign must be flown and / or the Pierhead staff should be informed at the earliest possibility.

3. All boats must have a minimum of £2 million Third Party Public Liability Insurance cover. Yachts in classes “A” and “B” must comply with current IRC Day Boat Requirements.

4. Every effort is made to maintain the racing marks on station and avoid printing errors but the information on the course charts is for guidance only. It is the responsibility of each competitor to check the actual position of the racing marks and the course bearings given on the course charts.

5. Start times may vary and the races may be postponed, brought forward, abandoned, cancelled or shortened at the discretion of the Sailing Committee or Race Officer. Saturday 14th August 2004 may be used as a spare day at the discretion of the Sailing Committee or Race Officer in place of the advertised programme.

6. International J24 Class.
International J24 Class rule 8.1.1 shall not apply.

7. It is intended, when circumstances permit, to arrange Committee Boat starts (except for the Coastal Race see 11) and that the first leg shall be to Windward.
This will be signalled and will be sailed as follows:

a) A Red Ensign will be hoisted on hoists at the Starting Station at the Pier Head.

b) The Committee Boat (a description of which will be posted on the RYYC notice board) will fly a Red (Buoys to Port) or Green (Buoys to starboard) flag from its backstay.

c) The starting line is defined as the line between the mast of the Committee boat flying a red or green flag and an orange mark or any one of the fixed RYYC marks 0-9, A, B, C, D, G, U, W nearest the Committee Boat.

d) The starting procedure will be in accordance with RYYC Sailing Instructions (2004 Revision) 11.2.

e) GENERAL RECALLS
Recalled classes will restart, in order of recall, at the end of the start time sequence shown in the Notice of Race. RRS 29.3 will apply in its entirety to the General Recalls only when there is a single class remaining to start. In all other cases no sound signal will be made with the lowering of 1st substitute (which will be approximately 4 minutes after the recalled start) and new warning and then preparatory signals will be made when appropriate. (Where possible integrated on the end of the rolling five minute sequence)

f) Starting penalties will be in accordance with RRS 30.

g) Courses and sequence of rounding will be signalled from the Committee Boat. The Committee Boat will exhibit on a board the Mark comprising the Windward Mark (i.e. 0-9, A, B, C, D, G, U, W as such marks are designated on the RYYC Course Chart (2004 Revision) and also moveable mark T). The Committee Boat will also display the Bay Course (2004 Revision) to be sailed.

h) After starting, yachts will round the Windward Mark leaving it to Port if the Committee Boat flag is red and then to No. 2 Mark and No. 1 Mark (as such marks are designated on the RYYC Course Chart) leaving both to port. If the Committee Boat flag is green, yachts shall round the Windward Mark to Starboard and then No. 9 Mark and No. 1 (as such Marks are designated on the RYYC Course Chart) leaving both to starboard). In the event that either Mark No. 2 or Mark No. 9 is used as the Windward Mark the next Mark will be No. 1.

i) After passing No. 1 Mark on the required side, the course sequence will be as displayed by the Committee Boat as provided for in paragraph (g). The marks for Bay Courses are to be left on the same side as the Windward Mark, the marks for Coastal Courses are to be left on the side designated on Coastal Courses (2004 Revision).

j) When Committee Boat starts apply, for the avoidance of doubt, a round is completed each time a yacht passes between No.1 mark and the Pierhead mast.

k) After yachts have cleared the Starting Line the race will continue until completion at the pier head or as per (“7 l”). The Finishing Line shall be defined in the Sailing Instructions of the RYYC (2004 Revision).

l) At the discretion of the Race Officer, the Committee Boat may finish the race at any mark of the course, by flying a blue flag from the main mast and signalling with ‘IC Flag S’ and the relevant class flag or flags accompanied by two sounds as the leading boat approaches the finish line.

m) In the event that no Committee Boat start is arranged, the start and courses will be in accordance with the Sailing Instructions of the RYYC (2004 Revision).

n) Should the Committee Boat put to sea but not be able to arrange a Committee Boat start, the Committee Boat will hoist the signal “N over RED ENSIGN” whereupon the start and courses will be in accordance with paragraph (m) as soon as reasonably practicable thereafter. Competitors must immediately make their way to the vicinity of the Starting Station on the Pierhead and watch the flag hoists for their signals.

8. The starting sequence for any second or subsequent race on each day will be as per RRS 26. (5,4,1,Start). Please note that other class starts may or may not be rolled onto the end of the sequence. However, the starting sequence for any second or subsequent race from the pier head will be in accordance with the RYYC Sailing Instructions. (ie, 6,5, Start).

9. Class R will sail the course being flown from the course hoist for class J for Pier Head races.

10. Time Limits:
For Bay Courses 3hrs. 30 mins. and for Coastal Courses 2000 hrs. If a yacht completes the courses within the time limit, the time limit for other yachts in that class shall be extended by one hour beyond the original time limit. Except in classes A and B which shall be extended by one hour thirty minutes beyond the original time limit.
For the Guy Shackles Trophy Race the time limit is 2 hrs. If a yacht completes the course within the time limit, the time limit for other yachts shall be extended by one hour.

11. The Coastal Race for Classes A and B will be started from the Pierhead and may have a course around the Bay after the Coastal Course.
In the event that the conditions do not permit a Coastal Course to be sailed a Bay Course shall be sailed either from the Pierhead or the Committee Boat (See No. 7)

12. The IRC Fleet may be split into classes A and B if sufficient entries are received, in which case the results will not count to their Overall Season’s Series.

13. Changes to the Sailing Instructions:
Any changes to the sailing instructions will be signalled by Flag ‘L’ at the club house and indicated on the official notice board.

14. Yachts may need to be moved from their moorings and it is the responsibility of the owners to do so.

15. A discard for all classes will apply after 4 races have been sailed.

16. Scoring:
When there is a tie in series points between two or more boats, the tie will be broken in favour of the boat with the most first places or, if the tie remains, the most second places, or lower places if necessary, using only the scores for each boat that count for her series score.
When a tie remains, it will be broken in favour of the boat or boats with the best score in the last race the tied boats were eligible to sail and which was completed (not necessarily by the tied boats), or, if a tie remains, in the penultimate race, and in the previous races if necessary.

17. Should there be no committee boat starts, Class R will start 5 minutes after the rest of the classes from the pier head.

Windward / Leeward Supplementary Sailing Instructions

1. The Windward / Leeward Supplementary Sailing Instructions will apply to classes when they are racing Windward / Leeward races as in the Regatta Sailing Programme and will overrule the Regatta Supplementary Sailing Instructions where there is conflict.

2. COURSE:
The course marks will be the RYYC racing marks (i.e. 0-9, A, B, C, D, G, U, W as such marks are designated on the RYYC Course Chart (2004 Revision) and also moveable mark T ). The windward and leeward marks will be displayed on a board on the committee boat.

The configuration and order of rounding of marks will be as follows:-

First and subsequent rounds:
• Windward mark leaving to port if there is a red flag flying from the committee boat or to starboard if there is a green flag flying from the committee boat.
• Leeward mark leaving to port if there is a red flag flying from the committee boat or to starboard if there is a green flag flying from the committee boat.

Finishing round:
• Windward mark leaving to port if there is a red flag flying from the committee boat or to starboard if there is a green flag flying from the committee boat.
• Finishing line (See W/L SSI 8 The Finishing Line).

3 SHORTENING OR ABANDONING AFTER THE START
3.1 See RRS 32. IC Flag S and the relevant class flag shall be flown accompanied by two sound signals as the leading boat approaches the finishing line.

4 MAGNETIC BEARING OF THE WINDWARD MARK
4.1 The approximate magnetic bearing of the windward mark may be displayed on the Committee Boat before the warning signal.

6 NUMBER OF ROUNDS
6.1 The number of rounds to be sailed shall be displayed on a board on the Committee Boat.
6.2 The Race Officer may increase or decrease the length of any leg of the course at any time.
6.3 A round is completed each time a yacht passes the leeward mark after previously rounding the windward mark. (See W/L SSI 2 Course).
6.4 If only one round is set boats shall sail the course as defined in Finishing Round (See W/L SSI 2 Course).

7 THE FINISHING LINE
7.1 The finishing line will be a line between the mast of the Committee Boat displaying a Blue Flag and an orange pellet mark or RYYC race mark.

8 TIME LIMITS
8.1 The time limit will be TWO HOURS after the starting signal for all races.
8.2 If a yacht completes the course within the time limit, the time limit for the other yachts shall be extended by 30 minutes beyond the original time limit.

9 In the event that no Committee Boat start is arranged, the start and courses will be in accordance with the RYYC Sailing Instructions (2004 Revision).
9.1 Should the Committee Boat put to sea but not be able to arrange a Committee Boat start, the start and courses will be in accordance with Regatta Supplementary Sailing Instruction ( 7 (n))
